Describe the feature you'd like to have

We would like to support Azure key vault as KMS for volume encryption.

What is the value to the end user? (why is it a priority?)

Users will be able to configure Azure key vault as KMS for Ceph-CSI volume encryption.

How will we know we have a good solution? (acceptance criteria)

Users can enable volume encryption in a StorageClass
