Elastic IP Addresses can be tagged with:

There is currently no support for this in CloudFormation.

I reported this as a feature request to AWS support in March 2019, who acknowledged it and advised that they +1'ed on an already open feature request.

Been reporting and commenting on this one for 18 months. EIP tags were added to the API in Dec 2017, Terraform took a couple weeks to add support, CFN is 549 days and counting. The disconnect between AWS product teams and CFN team is perplexing from the outside.
