Introduce Dynamic Paths for Data Publication

Paths for data publication related items are hardcoded to point to the production S3 Bucket. Ticket has been created to track updating these paths to be dynamic and point to DEV or PROD S3 Buckets when the frontend has been deployed to those environments.

Data publication related items to update:

• One Year
• Three Year
• Snapshot
• Dynamic

Additionally will need to work with the backend folds to populate the DEV buckets for previous years.

Attached the branch that contains the work for this ticket. Moving to backlog as we can tackle this after 2024 annual filing season.

TODO:

Deploy build to DEV and work with backend folks to put the required files/content in the DEV buckets related to data publication. On the internal board there is ticket 4410 that outlines the missing files for each dataset.
