Add Page for Regenerating Publications

The two publication pieces that hmda-help will be updating are the IRS report and Modified-Lar.

This can be accomplished by sending a POST request to the new api route:
/v2/admin/publish/<kafka-topic>/institutions/<lei>/filings/<year>/submissions/<submission-number>

The two topic names are: hmda-analytics and hmda-irs.

It would also be beneficial for the hmda-help operator to be able to check for the presence of the files and maybe download them in the ui itself rather than having to visit the page in a separate window to check the modified-lar and or impersonate the user to view their IRS.
