This seems likely to be because here can be used to refer to the current locale in code. However, you are right that it should not be highlighted within a string

This is from tools/mason/MasonExample.chpl

I think the root of this problem is that we don't deal with single quotes properly. I hope that I can find some time to learn about tmbudle and fix this.
