Before v0.1.0, what's unresovled

Milestone: we want the critical subcommands hok install and hok uninstall generally available in v0.1.0

In order of priority:

• archive decompression component MEDIUM
• our own shim and shimming, linking of current
  • hok-shim. ref: I would consider implementation similar to https://github.com/chawyehsu/moonup
• PowerShell hosting HARD
  • To be able to (un)install packages containing scripting behaviors
• environment variables management
  • there's an obvious drawback of hok that it can't update env vars for current shell session smoothly like Scoop
  • probably refreshenv
• shortcuts creation
