Reconcile SOR-Write and ID Match APIs

Since ID Match can occur "behind" an SOR-Write request, the SOR-Write API may need to convey the same responses as the ID Match API (subject to a given implementation or configuration). eg: If an SOR submits a Role Add request to a Registry, and the Registry identifies a potential match, the SOR should receive some indication of that (202 Accepted or 300 Multiple Choices).
