That answer applies to all groups.

If individuals do bad things or make others do bad things, judge and punish individuals.

From my understanding the leaders of those groups made people do bad things like kill / child abuse, and therefore they should be punished.

These religious groups are outside the PRC. Some explanations on the relationship between these groups and the name of this repo from the author of this issue would make this issue clearer. Even though some readers might get the intention of mentioning the these groups, the relevance of their groups with FLG has to be elaborated by the author of this issue.
