For example, is it possible to have a new "foreign-procedure" which could automatically deactivate and reactivate threads and a new "foreign-callable" which could automatically activate and deactivate threads?

It's probably possible. Doing so would likely involve modifying both the machine-independent and machine-dependent handling of these forms.
