Create test cases for ban state changes:

Temp ban enrolls user
Permaban does not enroll user
Permabanned user is tempbanned and enrolled
Temp ban duration change is recorded
Temp -> perm change is recorded
Unban is recorded

Test plan

Write tests and ensure that they pass.
