When opening a dialog (add image, create div, ...), the parent window scrollbar disappears. This causes the parent content window to have more horizontal space. The toolbar may expand to fill in the newly available space which may cause the toolbar to take up fewer lines, which results in the content below the toolbar to shift upward. I find this distracting. Is there any way to disable this "feature"?

ckeditor 4.16.1

This does not occur on 4.7.1

Behavior occurs on Chrome, Firefox and Edge

The change of scrollbar behaviour was introduced in 4.13.0 in #2413. So the issue you're reporting is in fact a regression in terms of UX.

However I'm not sure what should be a sensible way to fix this issue and, at the same time, prevent the reappearing of #2395. Probably it would require once more rethinking of dialog positioning.

The issues you describe appear to be Android related and have to do with the "soft keyboard" appearing and causing the input box to not be seen. My issue is not that and occurs on the desktop.
