Add details explaining how totalEnlistments is calculated.

When a player deploys to a region from the home region does that count as 1 enlistment?
When a player returns to the home region and redeploys to a new region does that count as a new enlistment?
When does totalEnlistments reset for a hex? Is it a total for the whole war?

this metric should be removed or made unique and moved to a global level rather than per map
