we should be able to set parameters for argocd application helm chart, and then pass the parameters to backend helm charts.

i.e. from https://github.com/cloud-pak-gitops/instana-gitops/blob/main/config/argocd-apps/all-in-one/templates/crossplane-provider-app.yaml#L22-L24 to https://github.com/cloud-pak-gitops/instana-gitops/blob/main/config/crossplane-provider/values.yaml
