[Localize] Support new language: Chinese

Our website already supports multiple languages, and I would like to propose to add support for Chinese ,this will allow more Chinese developers to understand the latest cloud-native maturity model.

I realize that a PR(#60 ) for Chinese support was previously submitted by someone else, but our maturity model has been updated to v3, so we need to resubmit it based on the new v3 version.

We are thrilled that you have both been working on this translation. We would love to get the translation merged, and there are two different PRs outstanding - #60 and #64.

Is there any way we can assist in merging the two PRs or in helping with additional assistance, as we really appreciate all the work you have been putting in.

Hi, @siforster Thanks for your kind support.
There is only one section to be translated now. PR #64 is our work based on the latest version.
PR #60 was created by @victorjunlu last year, so that's probably based on an old version, and we can not continue to work along that.
