Describe the bug

While using the standalone mode, if you want to generate the reports inside a non existent folder, and specify the -c option (no export of the SQ conf), the program fails with a FileNotFoundException.
While using the plugin, if you don't export the SonarQube configuration with the report, the execution fails with a FileNotFoundException.

To reproduce

Steps to reproduce the behavior.

  1. Execute the standalone version with -c option, and with -o pointing at a non existent directory
    or
  2. Execution the plugin mode without checking the Configuration checkbox

Expected behavior

The report should be generated if the folder can be created by the user executing the CNES Report.
