Release notes in https://epics.anl.gov/base/R7-0/8.php

I believe we should wait for a bit, especially since this was released right before the end of year, to hear about others' experiences with this release.

7.0.8.1 has been released. We should consider moving to it, alongside updating to debian 12 and the new OPCUA release.
