ui: show current partitioning/zone config status

Is your feature request related to a problem? Please describe.
Users will want to know when zone configs are held to be true for their data for compliance or latency concerns. Currently, we don't have a way to present to the user that partitioning is complete and zone configs are respected.

Describe the solution you'd like
A red status until partitioning is complete/zone configs are respected. Something like the jobs table countdown until they are green.

A couple ideas:

• Determine whether replica placement is "in compliance" with zone configs or not (i.e. "are the replicas where they're supposed to be?"). This could be shown on the data distribution screen. (Something like this previously filed as server: debug endpoint with list of ranges with zone config constraint violations #14113)
• Looks like the discussion in sql,partitionccl: identify when partitioning is completed #31551 is moving towards using a Job to track rebalancing progress. Once that happens, I guess it'd show up in the Jobs table with a progress bar (almost) for free.
