Since Bintray is being sunsetted by JFrog, we will be switching to Sonatype / Maven Central to publish the plugin.

First we handle the sbt-azure-functions-plugin, then we follow the same steps for sbt-findsecbugs. See code-star/sbt-azure-functions-plugin#11 for the progress of the first migration.
