Implement a scoring system for reports #16

I would like to implement a scoring system. And currently have the following ideas:

If a report is present, some points
If a or multiple plants are defined and geolocated, some point(s)
Score some points for the ammount of observations in a report
If an observation is within all standards, x points; if within a few standards, less points. If it exceeds a standard, substraction of points.
If "amateur" observations are made for a zone, extra points.

Overall, I would like to:

Encourage reports
Encourage amateur observations
Encourage transparency.

More ideas about a scoring system are welcome!
