I really like the way that FiveThirtyEight displays "expected margin of victory": http://projects.fivethirtyeight.com/2016-election-forecast/?ex_cid=rrpromo#plus&margins.

I think this would also be a way that we could display changes year-over-year; or even for the mid-year adjustments to the budget.

I wonder what that graph would look like if all of the changes were really close like the difference in Florida. It seems like it might not be as easy to read if that were the case. I don't really know what either of those changes typically look like in the state budget.

I think we would have to make the range smaller since the differences are usually in the 1-5% range (I think). Will have to do some experiments after launch
