Publish plugins to NPM

As a finishing touch for our plugins, we do need to publish them to NPM, so that people can actually download them.

Coder has already done this before for other projects, so hopefully the process isn't too painful, but we also want to make sure that publishing is part of our CI/CD process, and that we have clear release versioning
