RSR-1017 : LDevice status update when DAI mod stval of LN0 is not found during binding of extRef

User Story

• As a process when the binding of extRef is processing

• When NO enabled-disabled status (i.e LN0@lnClass="LLN0"/DO@name="Mod"/DAI@name="stVal"/Val) is found for a target LDevice

• I want to set the LDevice status to "on"

Acceptance criteria
During the binding process of extRef : Check that if no enabled-disabled status (i.e LN0@lnClass="LLN0"/DO@name="Mod"/DAI@name="stVal"/Val) is found : the Ldevice status is set to "on" despite the fact that no DAI@name="stVal"/Val is present.
