Come up with a proposal and organise debate/decision on a URL encoding format for a SWAP request.

Note:

• network details should be flexible enough to allow tor (or else) in the future
• authentication details should be sorted too
• make it future proof (versioning?) for future features
• which details of the swap are actually encoded in the URL and why?
