Failed case from issue #4137

Summary

Bug after rename GitHub organization

Background

1- Rename the GitHub organization.
2- Check PCC if the organization name is updated

Issue: Old organization name remains

3- Have EasyCLA enforced auto-enable in PCC.
4- Add a new repository.
5- Confirm the repo gets added to EasyCLA automatically.

Issue: EasyCLA remains unchecked
