Implement missing governance proposals #504

The following governance proposals are currently unimplemented:

  • Text. (Redundant? Already implemented at contract level)
  • ChangeParams.
  • IbcClientUpdate.
  • PromoteToPrivilegedContract.
  • DemotePrivilegedContract.
  • InstantiateContract. (Needed?)
  • MigrateContract. (Redundant? Already implemente through WasmMsg)
  • SetContractAdmin.
  • ClearContractAdmin.

Unless stated otherwise, seems these should be implemented as part of tgrade-oc-proposals tgrade-validator-voting.

Moving to the poe-contracts repository.
