Contributor application

As an active user of this library in both professional & open-source projects, I have an interest in helping it address issues.
I would help with addressing & analyzing issues and PR's. I've already contributed in the past, know the (sometimes unwritten) rules of collaborating on open-source and will proceed carefully adding tests where required, and when in doubt will request pkg owner's approval before merging.
