Attach backup files when sending notifications

Since there are different notification integrations (e.g. Telegram), I feel like it would be nice if the backup file of dbs/coolify would be sent with the successfull backup notification.

For example, when a backup successful, bot sends the default "Coolify: Database backup for coolify-db (db:coolify) with frequency of 0 0 * * * was successful", and also a ....dmp file.

I don't have an S3, and telegram would serve perfectly as a simple backup plan with all dumps.

For security concerns, the file could be encrypted, or archived with a password.
