How to set priority fee? And how are fees calculated?

While testing on localnet I'm seeing a transaction having 10k lamports as a fee while another has the standard 5k.

This also made me wonder how one could specify a priority fee when sending transactions to an anchor smart contract - I couldn't find this info in the docs.
