clarification on plugin action category

In the plugin manual, one plugin action is "not processed" (https://coredns.io/manual/toc/#query-is-not-processed), does this mean the plugin is not configured in the Corefile? If not I am not sure what's the difference between "not processed" and "processed with fallthrough".

The cases are identical. There is no difference between the two.
