Container Linux Version

1353.6.0 but really any

Environment

GCE

Expected Behavior

etcd-member.service should launch the latest etcd

Actual Behavior

etcd-member.service launches etcd v3.0.10

Other Information

https://github.com/coreos/coreos-overlay/blob/master/app-admin/etcd-wrapper/files/etcd-member.service#L15 has that release hardcoded - should probably either say "latest" or be updated to whatever the current etcd is with any coreos release.
