Describe the enhancement

We have container layering tests in coreos/rpm-ostree, but let's add a test flow integrated with our pipeline (kola) that covers what happens in coreos/fedora-coreos-docs#540

Ideally, the test would literally test that exact butane by pulling it from the docs and running sed perhaps.
