Process: Create a mechanism for requesting and organizing users to contribute towards supporting new platforms

At the Working Group meeting of February 10th, 2021 it was noted that an important aspect of increasing our supported platforms is leveraging contributions outside the core group. When we identify a new platform to support, we can reach out to the greater community to find coders and documentarians who are familiar with said platform and willing to give their time towards the cause.

This Issue is to define a process of reaching out to the community and onboarding any interested people/groups who wish to contribute towards a particular platform release.
