We need a CI pipeline that does the following on merges to master of this repository:

Builds the new Docker image and tags it
Push the new image to either hub.docker.com (IMO fine leaving this image public) or to GitLab container registry
Updates Concierge's NGINX image tag and (optionally) syncs the Concierge Argo applications
