Request to add spendable amount CLI query in bank module

Summary

Adding new query CLI in bank modules. Spendable amount query, Amount in vesting should be added in the bank module CLI. Now that the spendable amount is available in rpc end point. it should also be there in CLI.

Problem Definition

Why do we need this feature?
This query will help users understand the current amount that he can spend.
