The ibctest library has a mechanism to run conformance test. These are a set of tests that test for basic functionality such as cross chain token transfers.

We should run this set of tests as basic regression tests for all release candidates as well as on regular PRs.

I don't think we actually need to do this anymore, regressions should be caught in our standard E2Es and compatibility tests
