Provide a parse_date() function.

Example:

    add_response_headers = {
      # parse_date/date_parse
      Cache-Control = "max-age=${parse_date("%a, %e %b %Y %T %Z", backend_responses.default.headers.expires) - unixtime()}" # C
    }
