Could not resolve model when accessing properties of mapped models

When accessing properties of mapped models (such as USCore and QICore), the plugin reports the following error:

"Could not resolve model with namespace http://hl7.org/fhir"

However, the error does not happen in the publisher, nor does it happen in the execution.

The reason is that the issue only occurs when the global model manager cache is used, and happens because when the ModelManager pulls a model from the global cache, it does not index that model by URI.
