conversation is not sending to pubsub

I have followed the instructions to setup the GCP. But I did not see any message in the pubsub. This is literally fails to insert the the data into Bigquery.

I didn't see anything missing part from your git readme.

Can you help me how this problem to be resolved?

I have tested this through the Dialogflow emulator test. this is recorded in history. Will this work actually with the setup?

Also, the app service hosted giving error message "This site cannot be reached" but using curl the below response. While debug, "The debugger could not find a debug target for the application default - 20210117t194242" it may be inactive or not available. Is this may be the reason for not working the pubsub?
