Требуемая возможность

Выделить инструменты в отдельные репозитории для их подключения как git submodule.

Возможное решение

Учитывая, что нам нужны не функции PowerShell в первую очередь, а build сценарии, по сути, оптимальным (для обеспечения работы dependabot) будет подключение таких зависимостей через git submodule.
