I closed the PR after updating it for 5 months. There shouldn't be any blockers left. Happy to help them if they want help.

aspnet went with a custom task for the their custom build
https://github.com/aspnet/BuildTools/pull/423/files

Good news is that it was merged in 2 days ago. Hopefully, we'll see portable pdb files distributed in the nuget packages soon! Yay.

This is just waiting on pdb files to be added to their nuget packages. I'm not sure what the drag is.
