Description of the bug or enhancement

See init-scripts for OracleDB
USER_LOGIN varchar2(50) is specified in bytes for both SYS_ACCESS_TOKEN and SYS_REFRESH_TOKEN
It seems it should be in chars as were done in cuba-platform/cuba#845
