This implements the inspection APIs, by delegating to the backend array API. The recent 1.9 release of array-api-compat that we use has wrappers for the inspection APIs, so it is safe to delegate even if the underlying array library hasn't implemented these APIs yet.
@alxmrs you may be able to use this to simplify the work on JAX you've been doing in #508
