A bar that shows when you can fire the weapon again - the bar drains to 0 when you fire, and slowly refills; when it is full you can fire again.
Having this sort of visibility will help the player understand oddities with the reload system - such as why you can't fire a machinegun immediately after firing and switching from a sniper gun. It also helps with other reloading modes, such as a per-weapon reload progress counter (e.g. in Liero).
The positioning of this bar in the GUI would have to be part of a complete GUI redesign, taking into account things such as gun models (#14), health bars (#26), map/radar (#27), compass (#29) etc.
