What

Currently we failed to deploy grafana-sandbox, fix it.

How

Move monitoring/grafana-sandbox to sandbox/grafana.
Create DataSource into sandbox namespace.

Checklist

Finish implementation of the issue
Test all functions
Have enough logs to trace activities
Notify developers of necessary actions

If this issue grafana/grafana-operator#174 is resolved,
we retry to deploy grafana-sandbox in the monitoring namespace.
