Simplify cylc scan:

  • Re-implement removing the old --user junk.
  • List stopped suites (based on kwarg).
  • Get information from the FS rather than Scheduler when possible (potentially contriversial).

Removed the "small" label as it made sense to go async at the same time making scan faster and moving io to async for better compatibility with the UI Server.
