Add new apis for getting All session storage in the browser regardless of domain

this should return an object of domain to session storage mapping.

Also add a new API for clearing all session storage in the browser regardless of domain.

The code for this is done in cypress-io/cypress#24859, but has yet to be released.
We'll update this issue and reference the changelog when it's released.
