CI Modularity

Context

As part of the roadmap in #156, we will like to extend CI Modularity further. Proposed features include but are not limited to the followings:

• Add modularity support for release-related builds - ci: adopt modularity build pattern for (pre)release builds #192
• Add post-build seed workflow from @daeuniverse/ci-seed-jobs - ci/feat(build,pr-build,seed-build): integrate check runs to report build status #218
• Refactor seed-release-build with composite actions within the same project scope.
• Add docs-sync-related seed-workflow and seed-actions
• Add check-runs report - ci/feat(build,pr-build,seed-build): integrate check runs to report build status #218
