Feature request: Allow banner to display 1+ messages anytime

i was on a different platform where this banner popped up.

it made me think that it would be nice if our banner picked up a set of json-formatted messages from github or elsewhere. this would allow us greater flexibility in communication (whether some service is down, or we will be taking things offline). i suspect this is fairly trivial to implement on the web app side.

@satra do you envision this to function like a MOTD type of thing? Or more like, the ability to put a deliberate message up when the site is live (not just when it is in maintenance mode)? (The latter seems very useful.)
