public API to access audit records

ATM audit is only accessible to DANDI admins in DB directly. I think there should be a design doc designed to create audit access API which could later then used in UIs (per dandiset etc).

For the S3 logs it would be great to get some minimal code example here using the audit API to retrieve a listing of all asset IDs that have ever been associated (in any way - don't care about relationship) with a given Dandiset ID
