Disregard "empty" and "draft" filters for search results

When performing a search, the options for displaying lists of Dandisets (such as "public" and "my" Dandisets) are applied to the list of search results. This is because the same code is used to display the Dandiset listings and the search results, but it is inappropriate to filter search results by those options, because the user's intent in performing a search is different from their intent in displaying all Dandisets.
